Con mucha preocupación he observado una campaña en las redes sociales de algunos colegios profesionales que señalan que “debemos de ser cuidadosos de no clasificar los alimentos en buenos o malos o emitir juicios al respecto porque esto va generando una mala relación con la comida. Es importante que tratemos a los alimentos como neutros…“, narrativa que también suscriben algunos representantes de la industria.
Este tipo de mensaje es de una enorme preocupación sobre todo si consideramos la dura y difícil crisis de enfermedades no transmisibles (ENT) tales como la diabetes, la hipertensión y la “epidemia” de obesidad, que está enfrentando nuestro país.
Y planteo una crisis de enfermedades no transmisibles, y una “epidemia” de obesidad, porque los números hablan por sí mismos y con mucha seriedad: el Estudio Latinoamericano de Nutrición y Salud (ELANS) publicado en 2016, determinó que Costa Rica es el segundo país en el rubro, con un 35,2% de obesidad. Además, en el 2022, el 58% de la mortalidad en Costa Rica se debió a ENT, y dentro de estas, el 46% fue por causas cardiovasculares, el 34% por cáncer y el 15% por diabetes mellitus. La Encuesta de Factores de Riesgo Cardiovascular de la Caja Costarricense de Seguro Social (CCSS), en 2018 reveló que el 32,6% de la población de 15 a 65 años presentó sobrepeso, y el 30,6% presentó obesidad según el Índice de Masa Corporal (IMC).
Lo más delicado es el alcance que estas enfermedades están teniendo entre nuestros niños y jóvenes, ya que en el I Censo Escolar Peso/Talla de Costa Rica en 2016, se encontró que un 34% de nuestros niños presentan exceso de peso, y según la Encuesta Colegial de Vigilancia Nutricional y Actividad Física del 2018, un 30,9% de nuestros adolescentes presentan sobrepeso y obesidad.
A estas alturas, y con tanta información científica disponible, no es serio negar el severo impacto que los excesos de nutrientes críticos como azúcares, sodio y grasas saturadas en los productos ultraprocesados, tienen en la salud, de manera que no son tan “neutros” y preocupa que las autoridades encargadas por velar por la salud pública estén privando al consumidor de un etiquetado frontal de advertencia nutricional. Es evidente que la supuesta “mala relación con la comida” que mencionan estos colegios profesionales, se da, precisamente, por la falta de información, y por el consumo indiscriminado e irrestricto, resultante de ello, por parte de los consumidores.
No podemos seguir tapándonos los ojos y haciendo como que no está pasando nada, porque sí está pasando, y mucho. Nuestra obligación como sociedad por velar por la salud de nuestros niños y adolescentes, lo cual es intransferible e impostergable. Y más aún, para autoridades o instancias relacionadas con la salud, que deberían estar implementado medidas costo efectiva como el etiquetado frontal. Según estimaciones de la Organización Mundial de la Salud (OMS) para el año 2060, se prevé que en Costa Rica la prevalencia de la población total (adultos y niños) con sobrepeso u obesidad, será del 94%. Prevenir hoy, es evitar mañana.
Como todo esto es un efecto dominó, el recargo económico sobre una Caja Costarricense del Seguro Social cada vez más diezmada en sus ingresos, es imparable: una persona con obesidad le cuesta a la Caja aproximadamente 5 millones de colones anuales, y el Estado por año gasta 47.308.000 millones de colones en personas hipertensas.
Preocupados por estas estadísticas —como deberíamos estarlo nosotros— la Relatoría Especial de las Naciones Unidas, la Organización Mundial de la Salud (OMS), la Organización Panamericana de la Salud (OPS), la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO) y el Fondo de las Naciones Unidas para la Infancia (UNICEF), llevan años insistiéndole a nuestro país sobre la importancia de implementar el etiquetado frontal en los alimentos, como una medida urgente y que ha demostrado a lo largo de América Latina en los países que lo han implementado, que es eficiente y costo-efectiva, para desalentar el consumo de productos que son contraproducentes para nuestra salud.
En ese sentido, en corriente legislativa se encuentra el proyecto de ley 23.861 “Ley de etiquetado frontal con advertencias nutricionales para productos alimenticios y bebidas con contenido no alcohólico”, presentado por la diputada Andrea Álvarez Marín, con el apoyo de la diputada Monserrat Ruiz, que recoge las advertencias y recomendaciones de estos importantes organismos internacionales del sistema de Naciones Unidas.
Es importante que como sociedad podamos entender que el cambio para cuidar la salud y la mejora de hábitos alimenticios, además de la educación, depende también de las políticas y acciones que se implementen para fortalecerlos, y que allí donde hay jerarcas e instituciones que, pudiendo comprometerse, eligen hacer como el avestruz y negar una realidad que cada día es más onerosa para nuestra Caja Costarricense del Seguro Social, estamos en presencia de personas que, hay que decirlo, les falta compromiso con el bienestar de la ciudadanía y, sobre todo, de nuestros niños y adolescentes.
